About Us

Small Cities Organized Risk Effort (SCORE) is an association of small rural cities joined together in 1986 to protect member resources by stabilizing risk costs in a reliable, economical and beneficial manner while providing members with broad coverage and quality services in risk management and claims management.

SCORE, a Joint Powers Authority, was first formed in July 1986. The JPA’s purpose is to provide small rural cities in northern California a mechanism to self-fund a layer of workers’ compensation insurance and liability insurance, as well as to obtain the advantages of group purchase insurance. SCORE also offers purchase of Property, Crime and Employment Practices Liability coverage. These are not self-insurance programs. Membership has grown over the years to include twenty-one cities.
